Steps to enable Salesforce lightning report builder
Step 1: Open “Reports and Dashboards settings”
Setup> Quick Find Home textbox type “report” > Select Reports and Dashboard settings.
Step 2: Allow permission through the profile
Setup > Quick find box search > users profiles > system administrator.
Step 3: Allow permission using the permission set
To open permission set- Setup > Quick find box search > users permission set.
Step 4: Click on the Report builder checkbox for Lightning Experience.
Finally, now you can see multiple actions to create new reports quickly and efficiently.

With the most exciting Beta release of Salesforce i.e. Lightning Report Builder, below are the highlights on some features that haven’t moved over from classic yet in lightning experience, but they will be on time.
The huge omissions include Cross Filters and Bucketing. Salesforce has been working hard and smart to make improvements and adding new features. Salesforce is working actively to improve the light report builder with every release.
Lightning Experience is the best and excellent user interface created by Salesforce. Some of the key features are the clear reason to switch from classic to Lightning Experience such as sharing your calendar, Report folder sharing, interactive forecasts, Lightning Report Builder.
